Our team members each have multiple decades of experience in jail and correctional institution administration, including management of correctional healthcare in long-term facilities, detention facilities, and outpatient settings. Our staff includes a large cadre of licensed healthcare professionals, as well as a comprehensive network of physicians and hospitals.

Ms. Vidal-Duart has 16 years of experience in the healthcare industry, most recently as the contracted Chief Executive Officer of the State of Florida COVID19 Infectious Disease Field Hospital System where she oversaw the management and deployment of the State’s field hospitals and its healthcare and administrative support personnel. In this role, she managed a system of administrative and clinical personnel, recruited, and staffed clinical and support functions, oversaw the development and deployed of SOPs and infectious disease protocols, assisted in the management of multiple contractors, served as an interagency coordinator between multiple agencies and regulating bodies, and helped secure various medical supplies and personal protection equipment for the facilities. After the hospitals were demobilized, Vidal-Duart assisted CDR’s COVID19 test site logistics team to deploy a call center, launch a patient portal, and develop a turnkey software solution from patient registration through result delivery and develop and launch a proprietary vaccination data management system.
Ms. Vidal-Duart currently serves as the Executive Vice President of CDR Maguire, Inc., providing administrative and operational oversight and leadership to the 80-year-old engineering and emergency management consulting firm which serves multiple state and local governments. She has a Master’s in International Business, summa cum laude, and a Bachelor of International Business and Marketing, magna cum laude.

Michael S. Davis is the President of CDR Health, and brings over 22 years of healthcare experience—spanning not-for-profit, public for-profit and private for-profit entities. His depth and breadth of knowledge covers many facets of the healthcare industry, including Strategy, Business Development, Physician Group Practice Formation & Leadership, Financial Turnaround, and Operations.
Mr. Davis began his healthcare career working in Boston, MA for the city’s health department, where he helped lead programs aimed at reducing health disparities by fostering growth and development in the industry’s workforce; at that time, the mission was largely funded via local, state, and federal government grants and dollars. He then shifted his focus and spent the better part of four-plus years working for ECG Management Consultants, Inc.—primarily with clients that were large Academic Medical Centers (AMCs).
Mr. Davis received his undergraduate degree from Brandeis University in Biology and Pre-Medicine. He has two post-graduate degrees from Boston University—a Master’s in Public Health with a dual concentration in Social/Behavioral Health and Health Care Finance, and a Master’s in Business Administration with a specialized focus in Health Care Management.
His leadership skillset, combined with deep strength in strategy/business development and physician practice management, set him up well for leading CDR Health.

Jason Stiles is the Vice President of Operations at CDR Health following twenty-five years in positions of leadership at the Federal Bureau of Prisons and five years at Nicklaus Children’s Health System. At the BOP Jason worked both in operations as a Federal Jail Administrator, and in administration in Washington D.C. overseeing the bureau’s strategic planning efforts, and Sarbanes Oxley-type internal control audits for over 100 facilities, regional offices, and the central office. During his tenure he led internal control audits and American Correctional Association accreditation audits on site at nearly all BOP facilities across 34 states.
Jason is a nationally recognized leader in foresight ultra-long-range planning, having served as the co-chair of the Federal Foresight Community of Interest, a network of federal agency and private sector leaders dedicated to advancing the application of strategic foresight across the federal government.
Jason holds an MBA, Ph.D. and Lean Six Sigma Black belt certification, and has taught business administration curriculum at Florida State University, Florida Gulf Coast University, Florida International University, and the University of the District of Columbia. He has also served on the Human Subjects Committees of Florida State University and the George Washington University.
Christina Mendoza is a retired Federal Bureau of Prisons Program Review Core Section Chief who held positions of Health Service Administrator and Associate Warden. During Christina’s tenure she oversaw Program Reviews of all Health Services operations, Behavioral Health, and Privatization, and led the bureau’s Forward Thinking initiative.

Jennifer has 12 years of experience in healthcare, and medical billing Medical Billing, she is a Certified Professional Medical Coder, has worked in Healthcare Administration and Medical Practice Management.
Nicole English has over 30 years of experience in state corrections and the Federal Bureau of Prisons. Nicole was the Regional Director in the Northeast Region and managed 19 institutions and wardens of varying security levels. Nicole was the Assistant Director over the Health Services Division. She managed the COVID-19 pandemic for 122 institutions, providing guidance to the 30,000+ agency staff and facilitating healthcare needs to over 150,000 inmates. Nicole was warden for over 10 years at several facilities.
Mark Robles is a retired Federal Bureau of Prisons (FBOP) Associate Warden Medical/Operations and Assistant National Health Systems Administrator with 25 years of FBOP experience and over 30 years of experience as a Registered Nurse. Mark also served in health services leadership roles within the FBOP as Regional Health Systems Administrator, Institutional Health Services Administrator, and Director of Nursing
Chuck Ingram is a retired Federal Bureau of Prisons Warden with 25 years of experience who led a Federal Detention center. Chuck also served as an Administrator of Program Review where he managed the agency’s American Correctional Association Accreditation and coordinated investigations by outside agencies to include the Office of Inspector General and the General Accounting Office.
Brian Patton is a retired Federal Bureau of Prisons’ warden at two institutions with 23 years of experience. He also served as the BOP’s Administrator over the Program Review Branch which oversees the prevention of waste, fraud, and mismanagement. Throughout his BOP career, he provided leadership at 10 duty stations.
Christine Dynan is a retired Federal Bureau of Prisons Associate Warden with 25 years of experience. Her background is in case management coordination, staff training, & human resources.
Florentino Morlote is a retired Federal Bureau of Prisons’ warden with 28 years of experience to include health services administration and the management of staff training at the national level where he oversaw training for all 35,000+ staff. Flo also served as the Director of the BOP’s academy at the Federal Law Enforcement Training Center.
Dr. Ivonne Bazerman is a licensed psychologist who retired from Bureau of Prisons as the National Administrator for Assessment and Treatment of Sexual Offenders. She has 22 years of correctional and behavioral health experience, which include being a Chief Psychologist and part of the executive staff.
Eddy Mejia has 26 years of experience in correctional setting. Eddy is a retired Warden, and his prior positions include Associate Warden and Health Services Administrator. Eddy has experience as Lead Program Manager conducting audits and provided consulting services for Navajo Nation Tribal Corrections in New Mexico.
Clara Roberts has over 30 years of Government Contracting/Procurement experience. Clara has 18 years of experience in Supervisory Contracting Officer with the Federal Bureau of Prisons (Unlimited Contract Warrant). Clara has 6 years of experience in Supervisory Contracting Officer with Federal Prison Industries (UNICOR) (FAC-C Level 3). Clara has 6 years of experience and currently serves as a contractor with UNICOR providing Procurement oversight and assistance. Clara is currently Awarding and Administering contracts in excess of $57M to include medical, equipment, supplies, services.
Valerie Whitelaw is a retired Federal Bureau of Prisons retired Budget Analyst with 25 years of experience in handling medical billing and comprehensive medical contracts. She is our full time lead of accounts payable and accounts receivable operations for BOP contracts, and is the central point of contact for all reconciliation support.
Angelica Burkett assists in building provider networks and coordinating the flow of protected health information. Angelica is Certified in Healthcare Privacy and Security (CHPS) through AHIMA and has 20 years of Health Information Management experience. She has worked in hospitals, ROI, managed comprehensive medical contracts and was formally employed by the Federal Bureau of Prisons.

Debbie Lindemuth is a Physician Assistant and Registered Nurse with 25+ years of experience in leading and evaluating operational initiatives. In her leadership roles as Director of Nursing and as a Consultant, she has applied extensive knowledge in establishing and maintaining compliance with healthcare regulatory requirements, accreditation processes, patient safety and quality initiatives, and change management. She specializes in implementing evidence-based practice, policy development, process improvement, volume growth strategies, revenue enhancements, workforce development, employee engagement, risk management, & quality assurance.
